If my dream job is HC at the U, why move under a potential long-timer

Scalley is 44 and likely not going anywhere for a long time. More likely Hill gets a shot as BYU's head coach than Utah's anyone soon. Utah may be more willing to spend, but they won't be bringing in more money than BYU.

Hill has a decent chance to turn around BYUs defense and get a shot at a P4 HC gig somewhere else. He heads to Utah and just keeps up what they have been doing on defense forever, I don't think that jumps off the resume as much.
