I’m debating the post by KYU where he says “the fact that the guys laying on the
ground…” that’s what I’m disagreeing with in this subthread. That really isn’t a factor of if it’s a penalty or not.
The contact was a penalty or wasn’t based on the hit. Otherwise should people just lay on the ground after the hit so that a flag is thrown?

Every time a “defenseless” player gets injured by being hit in the head, yes. Thats the entire purpose of the rule.
