Could be. There are plenty of ways for a defender to be injured that are legal. That’s why I posted with the language I
did. A play isn’t targeting just because a player got injured. It’s targeting if it was a defenseless player and the injury was from another player hitting him in the head (with the parts mentioned).

You can theoretically question whether in this specific case it was caused by the clear helmet-to-helmet contact or by something else, but I think at that point we’re stretching what’s obvious to try to find plausible deniability.
