The rule requires at least one "indicator" for both types of targeting - defenseless and a ball-carrier.
The defenseless player rule requires forcible contact to head or neck area AND it requires one or more indicators.
The ball carrier rule requires contact with the crown of the helmet AND it requires one or more indicators.
