Even on a defenseless player, there still has to be indicators present
You’re right that it doesn’t require the crown of the helmet, but there has to be forcible contact to the head or neck area, AND there has to be indicators present. Those indicators are things such as a launch, a thrust, etc. They apparently ruled there weren’t sufficient indicators present.
