Agree that there is contact with the receivers head/face mask. But you need conclusive video evidence that it was forcible contact, which isn't really defined by the NCAA rule book. If the face mask hits the shoulder pad first (which you can't see if it does from any video angle) then there is an argument that it isn't forcible contact.
No conclusive video evidence = no call. At least in this case. I think that does get called in lots of games that aren't CFP quarterfinal games.
