The question others are asking is how do you know if contact qualifies as “forcible”?
What’s your answer to that subjective question?
To this hypothetical situation of it causing injury, I’m saying if the contact is sufficient to cause injury, it’s inherently sufficient (though not necessary) to be hard enough to qualify as “forcible”.
And the intent of the rule (to prevent injury) would agree that if contact is strong enough to potentially cause injury, then that is exactly what they mean by “forcible”. If contact is slight enough that it couldn’t actually cause injury, then it’s probably not “forcible contact”. But contact to that head or neck that is strong enough to potentially cause injury should be included in what they call “forcible contact”. And if it does in fact cause that injury, that is rare proof that it was indeed strong enough to potentially cause injury.
