No, a defenseless player being injured by the contact to his head shows that it was plenty “forcible” to fulfill the
requirement in the indicator of “forcible contact to the head or neck area…” which is being debated in various places on this thread.

People are saying, “forcible is not defined, so this wasn’t necessarily a penalty”.

I think KYU is saying, “if the hit to the head injured him, it’s forcible enough”.

That’s what I was saying too.

If a player’s strike with his helmet to the head of a defenseless player injured the latter, it’s targeting.

Do you really disagree with that?
