I'm fine with a no-call there, and a no-call on Texas a bit later; also cool with it if both are called targeting. I think both are borderline.
As for your "would you rather" game, that's entirely beside the point. Targeting is often a sympathetic penalty ("What's the defender supposed to do? The offensive player lowered their head/turned into them after the defender lowered their head/etc."). It's silly, but it's still a foul.
