Here's a great angle that proves my point. Watch how the UT head goes down and then back when the ASU safety arrives.
And here's the forearm extension through the head/neck that I'm talking about.
By the way, when you go frame by frame (comma and period keys) starting at 15:01, it's pretty easy to see that the ASU DB's shoulder goes over the UT WR's shoulder. It's not shoulder-to-shoulder... But more than that, it's pretty clearly leading with the forearm and making forcible contact with the head and neck area.
