The 26th amendment lowered the voting age from 21 to 18 in 1971. If you're old enough to go to war. You're old enough to vote. States followed suite and changed the age of majority from 21 to 18. If he had been 18 and thrown the bottle in 1970 he would have been a minor. An 18 year old brain is still developing.
