You said this:

And that is wrong, according to the rule I linked and you pasted.
Targeting requires:
- A defenseless player ("No player shall target and make forcible contact to the head or neck area of a defenseless opponent")
- Forcible contact by the defender to the defenseless player's head or neck area ("...to the head or neck area")
- An indicator ("This foul requires that there be at least one indicator of targeting (See Note 1 below)")
