The cost of living is a huge entry barrier for most young LDS families.
A high percentage of the church population in these areas is people that came in the 60s-80s when the west coast economies were in a generational boom.
They've stayed, but their kids and grandkids have almost entirely left and put down roots elsewhere, so the church units are slowly aging out with no one to replace them.
