It's not so much a control thing I think, but rather an efficiency thing. And to be transparent, I'm speaking from the
standpoint of the employer/business owner, not the employer.

I get the whole "get your job done, you get paid" scenario. And if you do your job just as well in half the time then more power to you. I also get that employee efficiency and effectiveness - especially for salaried employees - are enhanced by not powering through a wall to wall day every day, which is why many encourage taking 30 minutes to workout, volunteering periodically in the community, etc. I fully support those kinds of measures.

What I don't get is if a salaried employee can capably do their job in half the time it "should" take (so do 40 hrs of work in 20 hrs), then why would an employer not give more work to do? If it was contract work, I would expect a that do your job get paid mentality to apply more. But for a salaried employee, while the employee can reasonably say "hey, I'm doing everything I'm expected to do so I can do these other things" I would counter with "as a salaried employee, Im paying you for your time, and of you have several hours a day free then I can reasonably expect you to do more".
