Actually, many do. Especially after a rebuilding season. They retain players,

they hold the recruiting class together, and they hit the portal and DON’T change the system until they have the players to do it.

Experience of returning players gets flushed when a new system is put in.

BTW, the upcoming recruiting class is not looking spectacular. Maybe winning a few more games will change that.
