And accept that the cultural implications will take hold. I can shield my child temporarily but in doing so I am asking every other parent and child to fight a battle for me and risking their inability to address the problem as I could.

There are ways to report anonymously and it sounds like the OP indicated this is happening to many kids. All you need is someone to stand with the kid and if nobody is willing to stand then all are willing to fall.
