If they wanted the economy to crash then they would just let it crash. Lots of things shutdown. Unemployment was sky high. The stimulus package gave lots of people and businesses money.
Did they also get money for stuff they wanted. Sure. But if they simply wanted the economy to suck then letting it continue the way it was going would have been the best strategy.
