Because he wanted to be a head coach
Harbaugh did the same thing because the value of being a head coach and running his own program was more important than being an OC. But you become a head coach at the FCS level so you can prove yourself and get a job at the FBS level, just like Harbaugh did. Like I said, there aren't many head coaching jobs in college football.
