The coach is condoning illegal activity.

The assailants are the perpetrators. Not the victim.

Reporting this could create blowback, but what happened is sexual assualt. I'd report it. Especially with the potential emotional impact to your nephew. It's up to your nephew and his parents. I'd strongly encourage reporting it.
