Here's my take on why it appears basketball is getting more money than football
First, I think there's a fundamental shift underway in institutional philosophy about athletics expenditures. How much of that is a change at the top between Worthen and Reese, how much of it is because NIL has forced BYU to "modernize" and how much of it is due to P4/P5 revenues, I don't know.

I think the plans were already in place to crank up the level of financial investment in sports.

However, the timing of Pope's departure forced BYU to implement that change with basketball first. I think we're going to see that philosophical shift impact the football program soon. Basketball still isn't BYU's cash cow and there are without a doubt a lot of deep pockets ready to pour more money into the football program.
