Test scores of course!
Just kidding. But seriously, there should be some way to measure successes. That doesn’t necessarily mean test scores. Maybe that is a component. Maybe how involved the teacher is with the kids. Maybe if there is improvement in an individual child’s abilities regardless of whether or not it is up to standards.
As a teacher I’m betting you know who is a good teacher and who is simply mailing it in. What would your thoughts be?

Subs in my district make between $20-21/hour. That's still a couple of bucks an hour above the fast food joints.

Any teachers’ wage needs to be multiplied by ~1.2 to reflect that they work less than the average job

I can't speak for all districts, but my wife teaches in Nebo and the starting pay has definitely gotten better through

30 years in with a Master degree can get you there. Throw in a few stipends for extra responsibilities at your school,
