I wouldn't say that was a mormon culture thing
as much as parental environment thing. If you've spent time looking at suits, you can quickly pick up on the fact that a cheap suit, is a cheap suit, and some more expensive suits, are sweet.
It looks like he has failed to be taught and grasp the importance of appearance. That, in my opinion, comes more from his immediate family than it does the church. Heaven's knows there are plenty of mormons out there who are obsessed with looks.
