fee, and the seller's broker is allowed to cooperate/share his fee with a buyer's agent.

This sentence from your post is completely wrong: "My offer of $1M for your home where I don't have a buyers agent should be a legitimate offer and should be worth $30k more than the other people's $1M offer but they have an agent with a 3% buyer's fee."

You not having an agent doesn't save the seller money, you are hoping to have the seller's agent take a lower fee, which they likely are not going to agree to. Your offer is the same to the seller as one who does have an agent. If you want to find a deal where you are saving the seller money then find a deal that is not listed with an agent/ for sale by owner. Once the listing is signed good luck convincing the listing broker to take a lower fee.
