The owner should be the ones to do what is necessary without being told. We just had a pit bull attack a dog in our neighborhood. I was out with the scouts last night and the same pit bull was getting walked in the neighborhood. I made sure I was between them because it was on a walk when the first incedent happened. Kind of nerve racking.
