attention to you, and only feed and water you. Never get to interact with anybody. You're probably going to be aggressive toward people or not know how to interact with them if all you do is sit in a yard with a chain all day. Dogs that are chained can be more aggressive because they've only got one choice-fight. Most animals will choose the flight instinct when they can but if that's not there they will resort to fight.
He's just asking for trouble chaining any dog out for extended periods of time. That dog ever gets loose he's asking for trouble not because of breed but because of how the dog has been neglected.
