It would be great if I was guaranteed a certain road speed or if I had a private road that no one else was entitled to use, but I usually just use public roads and accept that I must coexist with other people who have their own lives, goals and who create their own externalities when they use the roads. Also, I have never been stuck behind a biker for more than 30 seconds and usually I lose less than 10 seconds.

Also, that road looks perfect for biking. It seems like he will be able to pass within the next 20 seconds.
