For efficiency, this makes the most sense. Which is also why the car on the

right going first at a 4-way stop makes sense too. Because if the car on the right goes first, both cars can almost go at the same time. If the car on the left goes first, the car on the right has to wait longer for the car on the left to pass through the intersection.
