Correct - If there is no cross traffic, then the person who arrived first goes first.

This will usually be evident because they'll start going for the left turn while the oncoming traffic is still stopping.

But if there is cross traffic and both sides have to wait for it to clear, then it is the car going straight that has the right-of-way as soon as the cross traffic clears, and the left turner would have to yield like they would in any other left turn.
