Boyfriend is a huge leap based on what you posted.
As far as the compliance officer, which I am for a living, she should have forwarded the original email immediately without digging for dirt to present to the NCAA. You conveniently left the NCAA out of your comments but she clearly stated that they would want the evidence without mentioning BYU. If she had seen anything which would have corroborated the here say on the email about NCAA violations, it would be easy to infer (from her own words) that she would have sent it there. Instead it is easy to question her motives (regardless of encouragement to forward once she had the pics) because she had seen the evidence and there was nothing to support any accusations of NCAA violations. The "booster " isn't even pointed out in the photo.
She did this to herself by her encouragement of Lucy to provide evidence for the NCAA (instead of BYU) and by not forwarding the original email to BYU first. Any organization would appreciate the ability to perform their own investigation from the start to create their own paper trail.
I am not condoning her harassment as that was way out of bounds, but am not against people questioning her and her motives given her history with BYU and her own depts reputation for not seeming entirely interested in keeping their own house in order
