Whoever got there first since that’s what you’d do if there was no cross traffic

It makes sense to me that the two way stop rules still apply—you’re just both yielding to the oncoming traffic before you proceed with your two way stop. It would be weird to suddenly follow new rules as if there were no stop signs present.

When there aren’t stop signs the left turner would yield to the person going straight.
