I agree that it’s close even if it’s not exactly the same, so we can move on
from that.
As for your question about why non-conference SOR gets you the best teams as opposed to in-conference SOR, I think you have to remember that by the time you get to this tiebreaker, the teams are already sorted into tiers based on conference record, H2H, record vs common opponents, etc.
I think that adequately captures the performance of teams in conference play, and if you want to split hairs further, I think it’s better for the conference to prioritize teams that have good non-conference wins. That’s all I’m saying.

I could see going SOR overall but just non conf makes no sense in determining a conf title. Maybe by CFP rank?
