Why not let the schools choose?
Have each school rank the teams that are tied. This year there were 4 teams tied. A first place vote gets 4 pts, Second gets 3 and so on. 2 teams with most points goes to ccg.

I could see going SOR overall but just non conf makes no sense in determining a conf title. Maybe by CFP rank?
