The receiver's decoy is actually similar to what a good returner does
when letting the ball go over his head. He runs up on the ball signaling fair catch as if he is going to catch it, hoping to make the cover team stop their pursuit to give the ball more time to go into the end zone for a touchback. Different situation, but similar purpose behind the decoy — trying to keep the other player from getting to the ball.
