"Obviously we didn't plan on it working the way it played out there, but it was huge." The full quote is below.
In your scenario, an incredibly improbable play worked exactly as it was drawn up. Couldn't have worked better. Receiver accurately positions the ball underneath a pooch punt so perfectly that it hits him. What part of that wasn't the way that Kansas planned it?
FULL QUOTE:
“We've done it every Thursday since I've been a head coach, and I think we've done it three times, and two of them have worked out really well, and this was one of them,” Leipold said. “So, it's something that we've worked on. It's something to have just in case. Obviously, we didn't plan on it working the way it played out there, but it was huge. And again, Quentin Skinner, who's on the punt team to begin with, does a great job covering things, was really aware of the situation, landing on the ball.”
The answer is that they have a punt play that they practice routinely designed to pin the other team deep. Their receiver is part of their regular punt team and is a great cover guy (downing the ball deep). Something flukey happened and Skinner dove on the loose ball. Recovering the ball was not part of the play design but was a welcome bonus.
