That's how we approach it. We'll buy the flip phone and the cheap call/text line
if he wants to upgrade, he can do that at the age we've talked about being all right for him, and still with restrictions. It's worked well. And by working well, I don't mean he's always been happy about it---teens will NEVER be happy with the phone/technology situation you give them no matter what restrictions you do/don't have.
