That's just the way it is. But it's also not been too much of a problem. Making them pay for things themselves, slows them down until they are usually old enough to handle it better.
My 16 year old just bought his first smartphone, but we still use Apple family time to control access (e.g. no social media). He understands this is the way things are while he's a minor, and is going along with it. We give and take with him on things he wants.
