Give us a little more context. Why do you have a contracted arrangement instead
of hiring someone full time or part time with benefits?

If you go contract, you have to expect either a higher rate for people to take the lack of stability or you probably need to expect people to want to work full-time (which is effectively what he is asking you to do). Few people want to be in limbo land as our economy normalizes its labor market.
