So your employee is asking for a compensation/benefits increase?
What are you so disturbed about? Either grant it, or don't, or negotiate something in the middle. His reasons or vacation plans or personal life are not really of any concern to you, even if he's not the best financial planner out there. You don't have to offer paid vacation to hourly employees. So if you can't stand to, then don't. I don't get what the big deal is. Just say no thanks.
