We have somewhat the facilities to become one, but we will never ever have the recruiting to become one. Also while BYU has a national/world wide fanbase... we do not have the booster support and funding like a blueblood does and we never will.
Maybe I'm wrong on this one, but I've always been under the impression that the Cougar Club is massively underfunded and lacks memberships and participation.
As of right now, as long as Deion is at Colorado, they are recruiting nationally very well, they have a high level of booster support, and having a Heisman Trophy winner in Deion's second year will only boost their programs reputation and support even more.
