Im no expert but it seems like they’ve changed

The rule to exclude those that they seem facemask to facemask, but then don’t consistently apply that interpretation.

Also one thing I’ve noticed is it seems more likely to occur with shorter offensive players as it’s more difficult for the defender to initiate the hit in the lower chest zone.
