Title IX text was purposely written to allow flexibility and to some extent is still interpreted as such.
This is because if men's sports were truly dismantled as a result of Title IX then there would be many lawsuits that the men would likely win. Having said that, most of the time when a men's sport is cut it is due to revenue concerns. Interestingly enough, a coach at BYU told me that when wrestling was cut a group of rich benefactors offered to fully endow the program if it was brought back. The offer was refused. The people who made the offer then considered suing BYU for discrimination. They decided not to when UVU (Then UVSC) said they would add the program if support was given. They decided to go that route instead. I don't know if what the coach told me was accurate, but it makes sense.
