Equal scholarships is a myth. You can add men's soccer and not have to worry about adding a women's sport.
There are a lot of schools that have unequal scholarships between men and women. Look at any school that has a prominent wrestling program. Most of them have 15 or more men's scholarships than women's scholarships.

Title IX is not a barrier. If it is proven that there is a demand for a sport, men or women, it can be done.
