I heard it all through college, in church, on the radio and many other places that "Utah is too restrictive" or "Utah has horrible liquor laws" or "the members of the church are different in Utah".
I can see a person's point about all of these ideas, but I can't see why they would want to stay, if Utah is really such a horrible place to live. The person won't be able to individually change a culture. So, instead of coming across as a negative hater, the best thing for the person to do is leave. If they truly believe the grass is greener elsewhere, then take their horse and go.
