This is definitely a culture thing...
I believe it stems from those of us who have either been A) born and raised in Utah, or B) Lived most of our lives here and have invested much into the areas we live. We do get tired of those from other states or countries that come here and complain about all things Utah when in reality if they are that unhappy about it, then can leave.

I have dropped the "If you don't like it, then Leave" statement a few times in my life. The most glaring time was to a friend when we were in High School. He had moved to Utah from Texas and for the first 2 years all he did was say how much better Texas was than Utah and that nothing could compare to Texas and that he wished he was back in Texas. After a while of bearing his comments as best I could, I dropped the "Then Leave" on him. Needless to say his comments were few and far between after that, and now has grown a love for Utah as he has lived here since.

On the flip side, I spent a lot of time in the Bay area with my last job, there were things I didn't like about it, but I kept that to myself as I knew those who I worked with called the places home where I visited.

In summary, I think it comes from those who have no respect for what another person my hold dear.
