The refs didn't say "no targeting". They simply didn't throw a flag.
Two different things.
And it's extremely easy to argue they got it wrong, because every single analyst and rules expert agrees they did get it wrong.
And my point is the same whether the booth initiated it or the refs. Either way someone thought it might be and then decided that it wasn't. They should have to explain why it wasn't. That call was ridiculous. And not a single expert or analyst has defended it or explained why it wasn't targeting, yet dozens have come online to say what an awful ruling it was
