The Tesla business model was very clearly built around leveraging those incentives. It wasn't just some lighting-strike stroke of luck that they came along. He saw a market need, correctly calculated that social and environmental pressures would create government incentives, and built a business around it. I'm sure he was also heavily involved in lobbying the government to maximize those incentives. None of that is luck.
Same goes for all the businesses that made a killing during the COVID years selling silly things like plexiglass dividers. These businesses weren't just lucky because a pandemic hit - they saw the market opportunities that the pandemic would create and took advantage of them.
