As someone who has worked in 2 P4 athletic departments, I can say that they are.
One of the schools was Arizona State where I was a graduate consultant, who has traditionally the best wresting program in the mountain and west coast regions. The wrestlers get full scholarships.

Not long before I was there the men's hockey program was elevated from club to an NCAA program. Guess what, even though the school already had more men's scholarships than women, adding even more for the men's hockey program was not an issue. No corresponding women's programs were added, because there was no need to. Not only that, but the school built a new arena that, while small, is really nice. Was the cost of a new arena that would only be used by a men's sport an issue? Nope. Was the process to get all of this done with the title IX issues hard? Nope.

BYU could EASILY add men's soccer, wrestling, hockey, lacrosse, and who knows what else with no title IX issues. The reason they don't is revenue. While I would love to see men's soccer added, I don't think it will be due to revenue, which makes sense to me. I just hate when people bring up title IX as the issue when it has nothing to do with it. I would love to see a rich benefactor fully endow the program which would allow BYU to add it, but I'm not sure who that would be and I don't think that would happen.
