I agree in theory, but in practice lots of high T athletes oversell how
game ready they are and lots of coaches go ahead and play them even when they shouldn't - Riley in 2012 being a prime example.
The fact that it's not an "excuse" doesn't mean it's not still a valid factor in how things played out.
