A full off-season of being the guy may help
He has things to clean up and if he takes another decent leap, he certainly could be a top 3 B12 QB. I just am not sure why he struggled so much the last 5 games. He was nicked up at times, but even when he was healthy, he didn't look good the last 5 games.
In order to make a leap, he needs to be more accurate more consistently. There were probably 15-20 plays in the last 5 games that he should have made, but didn't. Those 3-5 plays a game he is missing are making the difference. Make a few more plays a game and avoid the head scratching plays and he will be very good next year.
Not an easy leap, but I think it is possible.
