Frost rarely exceeds 18 inches in depth in Utah County.
Most years the frost is less than a foot in depth. Stadium footings (especially spot footings) would extend well below the frost level. You wouldn't need to "thaw" the soil because the ground wouldn't be frozen at footing grade, even in the dead of winter.
